Constitution of the Rider University College Republicans

Preamble

This constitution creates the Rider University College Republicans (CRs). The CRs is for
students who wish to get active in the Republican Party. The CRs will facilitate and support
students looking to work on campaigns, voice their opinions in debates, or any other actions
which would support core Republican beliefs.

Article I

The name of the club shall be the Rider University College Republicans.

Article II

The membership shall consist of any student enrolled in Rider University
who espouse Republican principles, are registered Republicans, or are interested in
supporting Republican candidates and policy initiatives. All members must fill out a one
page contact sheet, which along with regular attendance at meetings, shall qualify them for
good standing.

Article III

The leadership of the College Republicans shall be known as the Executive Committee. The
Executive Committee shall consist of eight constitutional officers. They are: Chair, Vice
Chair, Executive Director, Field Director, Treasurer, Finance Director, Corresponding
Secretary and Recording Secretary. In order of succession, their responsibilities include:

a. Chair- the chair shall preside over all meetings, serve as the official representative to
the school administration for the organization, facilitate the communication between
the CRs and the other clubs on campus, and represent the club to the New Jersey
College Republicans. Additionally, the chair will coordinate all official
communication with campaigns during the election season as well as maintain a
regular communication with all local Republican organizations. The chair has sole
digression to call general meetings; these must take place at least once per month.

b. Vice Chair- the vice chair is second in succession to the chair. Should the chair not
be able to carry out his or her objectives, the vice chair shall serve as acting chair.
The Vice Chair shall be responsible for overseeing special projects, as determined by
the executive board.

c. Executive Director- the executive director shall oversee the public relations of the
CRs. In charge of media relations, the executive director shall craft all press releases
as well as handle all media related questions. Creating meeting flyers and promoting
general meetings shall also be handled by the executive director.

d. Field Director- the field director shall be in charge of recruiting new members into
the CRs. The membership list must be maintained by this individual as well.

e. Treasurer- the treasurer is to keep accurate records of all expenditures from both the
campaign account and the school account. The treasurer must supply all expenses to
any member should they request said documentation.

f. Finance Director- The finance director shall be responsible for the fundraising efforts
of the CRs. In order to keep the campaign account open with a reasonable amount
of capital, the finance director is charged with overseeing at least two fundraising
programs per semester. The profits will be deposited in the campaign account.
Additionally, the finance director shall assist the Treasurer in maintaining the
financial records of the organization.

g. Corresponding Secretary- The corresponding secretary shall be responsible for
communicating with all members about upcoming campaign activities. Additionally,
the corresponding secretary shall draft all communication to outside organizations, at
the Chairs digression.

h. Recording Secretary- The recording secretary shall take minutes at both the executive
board and general meetings. These minutes are to be posted on the website after
every meeting. In addition, the recording secretary shall post on the website updates
on the campaign and extracurricular activities of the CRs.

Article IV

Section 1: The executive board may choose, at their discretion, members in good standing
to serve appointed positions, to be decided by the executive board by a simple majority vote.

Section 2: The terms of the executive committee shall be one year, starting on Transition
day.

Section 3: The executive officers are elected two weeks before the SGA transition day.
From Election Day to transition day, the new executive board confers with the old executive
board to ensure a smooth transfer of power.

Section 4: The election process is as follows: members of good standing may run for each
constitutional office. Each candidate is entitled to give a speech, no longer than 2 minutes,
stating why they are the best choice for the office they seek. A simple majority of those
present must be reached in order for a candidate to be declared the winner. If no one
reaches a simple majority on the first round of voting, the candidate with the least amount of
votes will be dropped and the process shall begin again. The advisor oversees the election
process and counts the votes.

Article V

Section 1: Any officer who, during his term in office, has demonstrated disloyalty to the
Republican Party, negligence or incompetence in the performance of his prescribed
constitutional duties, or willfully impeded the College Republicans, may be impeached and
removed from office.

Section 2: Specific charges against the impeached officer must be formalized at a meeting of
the full membership. The officer is given one meeting, from the time charges are brought
against them till charges are voted upon in order to give adequate time to prepare a defense
against the charges. The officer will be excused from normal duties until charges are acted
upon.

Section 3: At the next general meeting of the CRs after the charges were announced, the
accusing party shall present the charges and the impeached officer shall present his or her
defense. Following the presentation, the impeached officer may be removed from his or her
office by a two-thirds vote of the members present at the meeting.

Article VI

Section 1: It is the policy of the CRs to remain neutral during a contested primary. The CRs
will collectively work for the candidate who is nominated at the primary or convention.

Section 2: Individual members or officers may endorse or work on campaigns, in a
contested primary, as long as it is not in any official capacity or organized by the CR
leadership.

Article VII

Section 1: A proposed amendment to this constitution shall be submitted in writing, signed
by five members in good standing, to the chair at any general meeting. At that time it shall
be read to the membership present. The proposed amendment will be voted upon at the
following general meeting at which there is a quorum.

Section 2: Quorum is defined as 35% of the total membership of the CRs.

Section 3: Having established quorum, amendments to this constitution shall be accepted
upon a two-thirds vote.

Section 4: Quorum shall be counted as half plus one members of good standing.

Article VIII

The rules contained in Robert’s Rules of Order Newly Revised shall govern the CRs in all
cases to which they are applicable and in which they are not inconsistent with these bylaws
and any special rules of order the CRs may adopt.

Article IX

Section 1: This constitution shall be adopted by a two-thirds vote of members present at a
regular meeting of the CRs.

Section 2: Upon ratification of this constitution, it shall be given to every member once they
join the CRs as well as be available for all to access online.
